PAYROLL INTERNAL CONTROL WEAKNESSES SITUATION: MOORTHY MANUFACTURING Raja Moorthy is the owner of Moorthy Manufacturing. The company has 35 full time employees who work in production and administrative functions (including Accounting and Human Resources). In addition to the full time staff, Moorthy Manufacturing uses a group of 20 "On-Call" workers who are part time employees. The On-Call employees have inconsistent and irregular hours per week, depending on production requirements in the factory each week. PAYROLL PROCESSES at Moorthy Manufacturing: - Information about all newly hired employees is communicated in writing to the payroll department. - Blank payroll cheques are not pre-numbered because the bank charges Moorthy Manufacturing extra to produce such cheques and Raja thinks the best business decision is to avoid paying the extra fee. - Pay cheques are signed by someone different than the person who prepared the cheque. - The "timekeeping" function (recording time worked by production employees) is also performed by the payroll department, to reduce time spent by accounting staff.
