When faced with evaluating a multi-national, multistakeholder and multi-beneficiary intervention such as the AU's Migration Policy, we acknowledge thestakeholders' values, the values of thedesignated policy or program implementers, and thevalues of thepolicy evaluatorswill intersect at various stages in the evaluation.
Context
During their 74th Ordinary Session in July 2001, The Organisation of African Union Council of Ministers called for the development of a migration policy framework in light of thedevelopment potential and challengesmigration poses. This resulted in the AU Migration Policy Framework for Africa(MPFA), which was adopted inBanjul, the Gambia, in 2006.
Task
As a skilled evaluator appointedby the AU to provide a statusassessment of the Migration Policy, you are required to use your knowledge of (I) values underpinning evaluation and (ii) the role of stakeholders in evaluation ecosystems to address the following:
- values and epistemologies in evaluation theory and practice
- Interrogate the value base of various components within different evaluation products
- Ethical considerations for evaluation stakeholders
- roles of all evaluation stakeholders
- different kinds of evaluation use and their enablers and constraints
- Institutional arrangements for evaluation use in different organisational contexts
