Pick a large city which you are familiar: LA, NYC, Boston, etc. Would a congestion charge system be sensible and feasible there? What are the political, geographic, and economic barriers (or advantages) to applying a congestion charge in the selected city? New York has sought authority for such charges, but the state legislature has denied that authorization.
