CASE STUDY: Employers' organisations In 2001. various business owners in Kt-vaMashu township [North of Durban] organised themselves into an interest group, which eventually became an employers' organisation. The earlier interest group had come together in response to the rapidly growing township economy. the corresponding growth in crime targeted at small to medium businesses and the need to protect the former. After an overwhelmingly positive response to the formation of the group and a large number of requests for membership, the founders Mr Kati and Mrs Mzimela decided to formalise the interest group. They resolved to establish an employers' organisation named Ihawu Lethu and register it with the Department of Employment and Labour. While the initial objective of crime eradication remainedr the group's mandate increased to include labour relations, shared services and local government representation, as they were significant stakeholders thereof. To effect such. specialist committees were established. The Labour Relations Committee [providing shared services for disciplinary matters and salary negotiations], Stakeholder and Membership Management Committee {providing representation in various forums and approving membership applications]. and Social and Ethics Committee {fighting corruption and promoting community service] were formed and chairpersons were duly nominated and appointed. In order to remain an exclusive group. and to guarantee efficient and effective administration. Ihawu Lethu's constitution provides that the organisation only admits business owners who manage forprofit businesses in KwaMashuJ with a minimum annual turnover of R80 000 and with at least three full-time employees. These three qualifiers are only subject to Ihawu Lethu's Zero Turpitude Policy [prohibiting the membership of businesses engaged in unlawful activities}. with no further stipulation as to the sector or specific trade that members of the organisation should belong to. Impressed with the effectiveness of Ihawu Lethu's crime-fighting efforts and citing the fact that it meets the geographicaL turnover. employer and legitimacy requirements. the Spaza Shop Workers' Union [SSWU] makes an application for membership with Ihawu Lethu. The Spaza Shop Workers' Union [SSWUJ is a labour union that was established in 1997. They have grown immensely and represent 73 of spaza shop workers in KwaMashu Township. SSWU's membership contribution amounts to R100 000 annually and the union employs seven full-time administrators and two legal officers on a part-time basis. The founding members present SSWU's application to the Membership Management Committee, which unanimously declines the application.
