1. Choose a research question that is relevant to public administration, nonprofit management. First, state your research question and why you are interested in the topic. The clearer and more interesting the research question, the better. Explain its policy or management relevance or importance. For example, what information do we as policy analysts/researchers and publicon-profit managers gain from completing this research? How can the results inform courses of action of relevant decision makers and policy makers (e.g., managers of private, non-profit, public organizations, legislators, local-, state-, and federal-level politicians and bureaucrats)?

2. Second, state your hypothesis. If you have a explanatory/causal research question, you need to identify the dependent and independent variables and state the direction of relationship of these variables (e.g., I hypothesize that more educated employees are more likely to have higher salaries in the federal civil service).
