Background: The City is in the process of reactivating its moving violation camera program to promote safer streets. The program was shut down in Fiscal 2015 due to technical issues. The first iteration of the new program includes the deployment of speed cameras located in school and/or construction zones, to capture vehicles driving at least 12mph above the speed limit. Starting on January 1, 2022, the City's Department of Transportation (DOT) is planning to deploy 100 cameras at a rate of 10 cameras per month. The cameras will be initially deployed at fixed locations; however, these cameras are equipped to be eventually moved. The annual fixed cost of the program is $60,000, plus an annual cost of $4,300 per camera. An additional $1,200 is assessed each time a camera is relocated. By State law, the fine for speed violations is $40. Moving violations tickets are normally received three weeks after violation occurred and must be paid 30 days after the citation is received. The attached spreadsheet shows monthly issuance data from the prior moving violation program. During this 20- month period, the City was able to collect $5.2 million from speed camera violations (This data represents the full rollout of the original program.) DOT has full confidence that this new iteration of the program will not encounter any previously experienced technical or operational issues, and it would enable the City to increase the rate of collections by 10%.
