There are internal contributing factors that need to be rendered as well. Those factors are the drop in morale among the officers and the budget constraints, with the decline in confidence a problem with officers wanting to retire or resign. The Wokefield Police Department does not want to lose an officer that has been trained and has the potential to do the job because of low morale. With the increase of violence that has shaken the community, there is a need to have a sense of normalcy, the community needs to know the officers that serve them, and the officer needs to feel like the service is required. There is violence and guns on the streets, so there is a need to have trained and compassionate officers that know how to do the job correctly. The department does not need to be a revolving door of new officers. We need recruits but need to maintain the officers that are on hand.

The second internal factor is the budget. The budget is constantly strained, but with the loss of revenue, it will be a challenge to work out the budget so that everyone has what it needs. The funding cannot be increased, but at the same time, there is a need for changes in the department and a limited budget to do so.
