Two alternative infrastructure renewal plans are being considered for a city's civil systems in its downtown area. The alternative plans (A and B) differ from each other in terms of three performance criteria: (a) life-cycle economic value (NPV), (b)consistency with the city's long-range plans, and () effects on the environment. As the engineering consultant, you have been hired to advice the city government on which of two plans is the best to implement. You are evaluating these plans based on the three performance criteria. For each alternative plan, the level of each performance criterion is given in the table below. NPV: In millions Consistency Rating: Index 0-20 (o is worst, 20 ks best) For this. a higher index is more desirable 10 15 Environmental Consequences: Index 0-50 (o is best, 50 is worst.
