The law firm of Smith & Jones is a medium-sized firm located in Cincinnati. It has an average-sized centralized library that contains a large worktable in the center of the library. The attorneys and paralegals do research at the table as well as in the individual offices. The firm has no law librarian and has delegated the function of library maintenance to a paralegal, Cindy Anderson, with the help of the receptionist, Marion Malloy.

The library is a constant mess. Books are left on the table in piles and are missing from the shelves and cannot be found. Boxes of new pocket parts, updates, and supplements have been stacked to the ceiling for months. The attorneys and paralegals constantly complain to Cindy that they cannot find the information they need to complete their projects. Cindy is assigned to a very large case that is going to trial soon. There is a lot of work to do on the case and very little time to complete her projects. She is under constant pressure.

Cindy has stayed late and come in on Saturdays to maintain the library. However, she spends most of her time looking for books that are scattered all over the firm. Once the books are put away, the day is gone. Marion tries to help Cindy, but as soon as she goes into the library, the phone rings. She cannot get away from her desk. New updates keep coming in. Cindy is at her wits'end.
