The decision to release an individual who is found "not criminally responsible" (NCR) due to a mental disorder based on several factors, including the individual's current mental health, their risk to the public safety, and the treatment they have received. In the case of Sean Clifton, the Criminal Review board would need to assess all available information about his condition, including medical reports and evaluations from mental health professionals.

In my opinion, Clifton should not be released back into society.He is a danger to himself, and others and I would recommend he stay in the hospital until he has been deemed mentally fit to return home. I believe that to release Clifton back into society, we must first consider what led him to commit such a crime. Accordingly, to the documentary, Clifton was suffering rom psychosis at the time of his attack on the stranger. As such, it is likely that if he were to be released today, he would suffer from psychosis or another mental illness and could pose a threat to himself and others.It is also important to consider that Clifton was not criminally responsible for his actions because he was suffering from psychosis at the time of the attack. This means that although he did commit a crime, he did so because of his mental health illness which means there is no way for him to learn from this experience, especially if he has no memory of it. It would also prevent future incidents due to its cause being medical rather than behavioral or societal factors. Finally, it is important to consider how long Clifton has been in custody since committing the crime. Over three years now without any sign of improvement yet alone recovery.

Clifton's release back into society would put him at risk of harming someone else due to his lack of understanding of what happened and his inability to control himself around others. As such, I do not believe it is safe for him to be released back into society until these issues are resolved and even then, it may be best for him.
