"Between 2014 and 2018, several other automobile manufactures were found to have manipulated their own fuel efficiency and emissions data. Hyundai and Kia were fined $100 million for reporting false fuel economy and carbon emissions information. Mitsubishi Motors was caught manipulating tire pressure during emissions testing so that they would appear to achieve higher fuel efficiency and lower carbon emissions. In April 2018, Subaru Motors admitted that employees, from shop-floor technicians and inspectors to senior management, had manipulated data to understate the carbon emitted by their cars. Like the more publicized cases of VW and Wells Fargo, it is difficult to imagine how such unethical behavior could be so widespread without a corporate culture that, at best, looks the other way to allow, or at worst, actively encourages, cheating and fraud. All of these cases involved employees from entry level to senior management and even board members.

As these companies pursue internal means for addressing these problems and preventing them from reoccurring, it is worth reflecting on what worked in these cases. After all, the fraud was discovered and stopped, and individuals and organizations were held accountable. In some cases, courageous individual whistle-blowers stepped forward to report unethical behavior. In other cases, internal corporate controls identified the problems. More commonly, however, it was government agencies, often working in conjunction with private groups such as university researchers and journalists, who first identified and then prosecuted these misbehaviors. Without stakeholder involvement and government regulation, would market pressure alone have succeeded in weeding out these wrongdoings in an effective and timely manner"
