Would Darius' team have chosen the same CGI technology if the computer environment had been mostly Linux?

I think that Darius's team would have chosen a different scripting language if they had more people with experience with it. Linux is written very differently than windows bases systems but it has been made to work a lot like windows since it is what most people know how to use. Human nature is to go with what we are sure of since we already know it works. In this case, they went with ASP even though they know that .NET is more versatile and ore widely used.

What might they have chosen?

If the environment was mostly Linux I believe that they would have gone with javascript. It is used everywhere on the web in either the front-end or the back-end. With javascript, they could still make it usable from the server side and it would run on everything. Of course, other options would be to write in C or PHP which are other languages that are still widely used. Perl is another language that can be used for CGI and it has since the 1990's.

If Darius' had chosen a client-side technology, what steps could they have taken to improve accessibility?

Client-side technology would be run on the users' browser and so a notification letting the user know that javascript is used should be added. It would be up to the user to allow the javascript to run or not for that site or even for that instance.
