1. Identify one or two rules of regulations in your primary state that you were unaware of or found interesting. Explain why.

One rule of regulation that I still find interesting has to do with delegation of nursing tasks. This is something that interest me because there is a lot that goes with properly and safely delegating. It is also interesting to note what procedures must be followed to delegate a task and even what is/isn't acceptable to be delegated.

  • Compare your primary state NPA to that of one other state where you have either lived or would consider living in the future. Are there any key differences? If so, what are they?

When comparing both Nevada and Washington, there were only a few major differences that I had noticed. One of the biggest differences is that in Washington, the administration of insulin may be delegated at the discretion of the nurse. This is different from Nevada, as it is solely up to the nurse for medication administration. Another difference I had noticed, is that Washington requires much more documentation and even requires written consent for delegation.

  • Explain one rule or regulation you would like to advocate to be added to the NPA for your state and why.

One rule or regulation that I would advocate for Nevada that Washington has, would be to allow the delegation of aides to administer medications (No injections besides Insulin). All that is required for an aide to complete this task is that they must be competent, and the nurse must provide specific direction regarding patient medications. If this was allowed in Nevada, and our aides had shown competency then it would help nurses greatly. This could help by freeing up time for nurses to complete other tasks for patients, rather than spending so much time on medications and their administration. In the end, this may even impact patient care, improving it for the better.

- I agree that it would be appropriate to revise what may or may not be delegated tasks as it would definitely alleviate the amount of tasks for a nurse. Something to consider is the amount of time nurses spend in school learning to administer these medications. So, if it were to be accepted as delegation to those without a nursing degree, I imagine one would have to go through a lengthy process of training for this task.

One regulation I chose is the license renewal in Nevada. I'm interested in this regulation as I think it's important to know your state's license renewal policies. The regulation requirement are:

  • Submitted before expiration date.
  • Truthful, accurate and complete, and made on the form supplied by the Board.
  • Accompanied by payment of the required fee.
  • Requirement of continuing education is met.
  • Applicant's fingerprints or two completed fingerprint cards, if so required by the Board.
  • Accompanied by proof that the licensee has satisfied the requirements of subsection 4, if the application is for renewal of a license and the licensee has not practiced nursing during the immediately preceding 5-year period(NAC, 2019)

The renewal date will be on the applicant's birthday.

Another regulation I found interesting is qualifications in becoming an administrator. It would be a retirement job for myself as I get old and teaching has been an interest of mine as well.

The requirements in Nevada are:

  • Each administrator of a program of nursing must:

(a)Be licensed to practice as a registered nurse in this State;

(b)Have at least 5 years of experience as a registered nurse, 3 years of which must be teaching in a program of nursing accredited by a nationally recognized association approved by the Board or an agency authorized by law to accredit such programs;

(c)Have experience in academic and professional administration; and

(d)If the administrator does not have experience in the administration of a program of nursing, develop and complete a plan for his or her own mentoring and development.

  • The administrator of a program of nursing which grants a bachelor's degree in nursing must have a master's degree with a major in nursing and a doctorate degree in nursing or a related field from an accredited school.. (NAC, 2019)

The other state I chose would be Arizona as I have plan to live in Phoenix where I have enjoyed vacationing there. It's very much like Las Vegas, but minus the strip. I like the cleanliness and socioeconomic class it obtains for its citizens.

It's regulation differs from that of Nevada as their application process asks:

  • Education background, employment status, practice setting, and other information related to the nurse's practice for the purpose of collecting nursing workforce data
  • Criminal conviction for offenses involving drugs or alcohol
  • Misdemeanor charges, conviction and plea agreements
  • Disciplinary actions investigations related to the applicant

This goes further in depth of the applicant's background versus in Nevada doesn't ask for these qualifications as its more vague. The administrative portion differs as Nevada requires 5 years of work experience in which 3 of it is in a teaching program. Arizona you only need 3 years of work experience and no experience of teaching.

  • Explain one rule or regulation you would like to advocate to be added to the NPA for your state and why.

One regulation I would like to advocate are overtime work hours and benefits of working overtime. Health care workers are the backbone of this country and they need more benefits in regards to their work. Not just nurses, but all medical officials that work in hospitals. It's imperative to protect our medical workers and the work hours they commit. It's proven during covid that these hospitals made money off the backbone of these vaccines and their workers and the hospitals abused the work of their medical staff and provided no financial benefits.

2. That is one thing that I noticed was missing from the Nevada rules and regulations as well! I didn't understand why something that is so common in work culture is being excluded in the nursing profession because we are going to be the ones who are going to utilize it the most.As for the rules that you explored in Phoenix, those seem so much more structured and easier than here in Nevada. Having 3 hours seems much more understandable for a professional rather than 5 PLUS being taught. Great response and I cant Walt to see more postings by you!
