CONTEXT OF NEGOTIATION - Who are the parties interested in the negotiation? The parties interested in the negotiation are the Russian Federation, conducted by President Vladimir Putin, and the Republic of Turkey, conducted by President Reycep Erdogan. Parties engaged with Russia include: Syria, France, Armenia, United States (limited support) Parties engaged with Turkey include: Syrian opposition, Azerbaijan, Germany, Ukraine, NATO What are the issues? (i.e price, contract terms, etc..) Issues for Turkey include allegations of Russian interference in sovereign Turkish airspace, along with condemning Russian forces of war crimes against Syrian Democratic Forces (SDF). Issues for Russia include accusations that Turkey is still engaging in economic trades with Islamic State of Iraq and the Levant (ISIL) and Putin has condemned Erdogan's military engagement in Syria and Libya. The issue is the negotiation of a ceasefire in Idlib, currently considered the "final front," for ongoing proxy wars between Russia and Turkey. For both Russia and Turkey the proxy war is a demonstration of a power grab over the Middle East. For Russia, control of Idlib would mean an assertive Russian presence in the Middle East, that they currently do not have. However, Turkey is not willing to surrender their influence over the region. In previous proxy wars between these two countries, Erdogan has conceded when offered military weapons designed in Russia.
