Policy formulation addresses to the process of problems identified in the agenda setting in prior to create a formal issue in the government programs. According to the contents of our textbooks written by Wu and his colleagues (2018), the process can be highly structured design or entirely ad hoc without detailed consideration. The distinct design process involves technical expects construct alternatives in a largely logical and intentional way, while the non-design process misses the intentional and technical analytic component of policy formulation. It is important by the fact that the policy formulation is a critical pre- decision phase in the policy process that aims at identifying best solution for a problem. The process of policy formulation involves assessing possible solutions to policy problems or, exploring the various options available for addressing a problem (Howlett and Ramsesh, 2003)
