normative words present, and the sentence can be measured (we can measure high debt and we can measure if monetary instruments are tightened), so it's a prediction, and that makes it positive. With that being said, "tightened" is a bit opinionated.

review the normative words (should, must, need, enough, too, good, bad, etc.) and then check out some opinion economic news related sites and see if you can find a better example for normative.
