President Wilson quite clearly distinguishes between politics and administration in his piece. He claims that they are two different things. There are those who are politicians and those who are bureaucrats, and while the politician sets the tasks for the bureaucrat, the bureaucrat himself is not political. This politics-administration dichotomy has been advocated for since Wilson's discussion of it. Do you think that it is possible to separate politics and administration into two separate spheres or is there necessarily a political aspect to administration?
