Prior to the Washington Distribution Warehouse Fire a electrically-ran non UL certified fire pump was installed as part of fire system upgrades. The installing technicians were aware of a water supply issue created from being downstream from a closed off water main and used elbows that the "NFPA 20 strictly prohibits" on the suction side of the fire pump. With a shortage of electrical power to the building the pump was inoperable leaving the building at the mercy of the natural water pressure in the event of a fire. I would not have selected an electrically ran pump for precisely this reason. A structure such as this is alreadyextremely reliant on electricity and had no backup generator. This is evident by the use of alternate portable lighting sources by the employees during repair operations. A low light environment resulting in a forklift accident was a contributing factor in the fire. Had the forklift been operated in ta safer manner it is much less likely that there would have been structural damage in the first place. Therefore, at a minimum, I would have installed a diesel generator and had it serviced annually. The generator could serve at an emergency lighting system
