Implement the routine getBinaryStrings which accepts an integer $n$ and returns a list

of all binary numbers of length $n,$ in numerical order. Each binary string should be

represented as a list of integers.

Ex: the binary string $0001$ would be represented as the list $0,0,0,1.$
