Program Summary Program Summary Jessica Manning HSM/270 July 24, 2016 Valmarie Turner Program Summary Program Summary The overall purpose of this paper is to compare program planning in a human service organization by describing how they are related. There will be examples of how program planning and evaluation interrelate with the PEACE Domestic Violence Agency. We will also look at the technical and political aspects of program planning and evaluation that might encounter in the PEACE Domestic Violence Agency scenario, and how these aspects are affect to planning and evaluation process. PEACE's mission is to reduce victim trauma, empower survivors, and promote recovery through direct services. PEACE is committed to reducing the incidence of sexual assault and domestic violence through education and strives to challenge societal norms and beliefs that condone and perpetuate violence in the community. The city of Portland is similar to many other communities throughout the country. As a large metropolitan city, the region has experienced increasing reports of domestic and youth violence, child and spousal abuse, assault, and strangely incidents of road rage over the last seven years. Portland has the five largest population of domestic violence in the United States, with the rise in the economy many people are out of work making them stress and violent, many of the youth has experience drastic cases of abuse. There is a growing concern with the use of gang violence and substance abuse among our youth. It has come to the attention of our teachers, parents, local law enforcement as well as our community. Human Service to this population of individuals are limited, consistent with the funding that is require the PEACE Domestic Violence Agency is proposing a six year plan providing substance abuse prevention, counseling, domestic violence and sexual assault through education and strives to challenge society normal that this is not a problem, with the beliefs that those who perpetuate violence in this community. Although many are from low income and abusive families without fathers or mother to guide them the cycle may continue for many of them. The project will focus on major areas like counseling, education, employment assistance, child care and early parenthood. Counseling individuals who are victims and the abusers on how to stop the violence, with groups' sessions and people who have recover from the crime. Education for individuals, with this disease, and for those who want not to continue being the victims. Needs and Assessment In the United States one in every four women will experience domestic violence in her lifetime. It is estimated that one point four million women are victims of physical abuse by intimate partner or spouse, each year. There are three point three million to ten million children are witness of the crime annually, this is a growing problem in the United States. Many of those affect are from low income families, unemployed, mentally illness and low self- esteem. Many of our children are responding to this domestic violence when they become adults. Children may reveal any range of problems and psychopathology, or many emerge from their experiences unscathed, but without the proper counseling and education for these women and children it can be a bomb waiting to exposed then The first challenge to providing services, when children are witness of problem like this one it can have a lasting effect on them. We must as professional assess the need of each individual, there may be some mental issues and we will need mental intervention. When assessing the problem we must find which services are appropriate. When children are involved, the program will help to have a therapeutic reaction for them. Many professionals and parents do not want children to dwell on the disturbing events, but the intensity of the events and discuss will help in a safe environment for children as well as women. Program Planning and Evaluation The purpose is to prepare Planning and Evaluation of Peace Domestic Violence Agency; program planning begins by taking a look at the big picture, and creates the framework for the intended program. The program managers to the clients are responsible for determining the program's priorities, conducting evaluations, and for applying the evaluation as a guide for future work. Kettner, Moroney, and Martin (1999) propose effectiveness based program planning that involves taking a program through a series of steps designed to produce the problem to address, to provide a relevant intervention, to measure client problem type. Program planning sets the stage for realistic program goals and organizes a plan of action. Program evaluation provides the program staff with the opportunity to make adjustments and improvements to the program. Program evaluation provides the important input necessary for ongoing progress and planning. Effective planning involves feedback from the community, clients, and staff, outlining plans, setting goals and strategies that will guide the program on a productive course. Program planning involves gathering information, making recommendations for a plan, and working with others to develop a plan. Next is to provide funding sources with plan goals and objectives to Inform them of how their feedback and suggestions are being considered. Lastly, it is important to implement the plan and in supporting the staff and their activities in order for them to meet the program's objectives. Political means the process by which the organization obtains power and legitimacy (Netting, Kettner and McMurty 1999). Evaluation communicates what works well within the program, and what areas may need improvements or change. Evaluation is the foremost important management tool as it keeps the program on track, in terms of meeting goals, addressing the needs of the community, and in satisfying the needs of the clients. Program evaluation directly helps an organization in program planning more effectively, by keeping the plan practical, on the right path, and enables the organization to frame a powerful case to its funders. When collecting information about a program or some aspects of a program in order to make necessary decisions about the program. This evaluation process can include various activities, which are vital for deciding the critical success factors of a program, some of them are Program Summary needs assessments, accreditation, cost benefit analysis, effectiveness study, goal-based analysis, process outcome analysis etc. All these analyses are aimed how accurately we can collect and understand the data related to our program. Program planning interrelates to the Peace Domestic Violence Agency as there a need for a program that focuses on preventing domestic violence. The planning aspect relates to the growing number of women and children being abused. In my opinion the technical aspect of program planning would be having qualified counselor in place. To talk to the victim to find out what the victim needs is and what area does the victim need help in such as housing, help with child care needs and education. The political aspect of it would be going to congress fighting for laws against domestic violence making the abuser take full responsibility of their action. Issue that could affect planning of domestic violence program is there housing or a safe house for the victim trying to get out or away from and abuser such as a victim protection plan. The next questions will the victim stay in the program or go back to the abuser. The abusers' repetitive treatment is how they condition their victims over a long period of time, to stay with them. They make the victim believe that there is absolutely no way that they can leave the relationship because they'll be killed. The abusers often tell the victims that they cannot make it on their own, that they need the abusers, and that they are not worthy of anyone else's love and attention. Alternative Funding I believe today more organizations are looking for more ways to fund their organization beside government or private funding.
