Scenario:
You are managing a programme that aims to enhance the quality and accessibility of girls' education, particularly at a primary school level, in the Mochudi district. There are 100 primary schools in the district. The district has prioritised education and the governor is very supportive of attempts to improve levels of education. He is a good leader and encourages his staff and the people he works with to admit mistakes as long as they can suggest corrections or improvements. You manage a team of 10 staff members and have considerable delegated power. However, the systems are rather bureaucratic and difficult to change.
The governor is also aware that an election is coming up and he wants to show that the district has done well. To that end, each school has to provide monthly and quarterly reports to the district education office as a way of reporting on progress.
Outcome 1 of the programme, along with its indicator and target, is displayed in Table 1. One output has also been defined.
