Programming Language: C++

Hello, I have a certain problem where:

I have a do while command with the following (extrapolated):

do

{

userinput

if userinput is '%'

{

ExitiProgram = 1

}

else

{

*do stuff*

}

}

while (ExitProgram != 1)

My problem is, when I press % and hit enter to exit the program, the program doesn't exit, it just keeps looping on and on. What is the problem with this?
