Project Definition Facility Cleaning Services National University Kearny Mesa learning center is contracting its facility cleaning services to Spic & Span Clean, a firm in San Diego. This facility has 9 individual offices, 30 faculty offices (cubicles), 10 assistant cubicles, four bathrooms with 3 stalls, one faculty and one student lounges and two reception areas. In addition, it has 16 class rooms, two small conference rooms and one large presentation room. The entire outside area has glass windows. The facility is occupied by 300 students, 30 faculty members and 10 assistants on a daily basis. You (your team) are the National Universitys project manager to manage this work. In this regard, you are to develop a project management plan for the work described here. This contract duration is one year starting July 1, _YEAR. The contract can be developed using a labor cost listed below for a six-day work week. All University holidays are exempted from this contract including the following: Martin Luther King, Jr. Day Presidents Day Memorial Day Independence Day Labor Day Designated Holiday: Veterans Day Labor-day Monday Thanksgiving Thursday and Friday and associated Saturday and Sunday Christmas Break Dec 23 January 1 (including). If the following days are Saturday and Sunday, then they are also exempted

You are put in charge of developing a project performance plan including finance with all applicable items related to the work defined. Please develop a contract to include the following terms: Scope of Work (as listed below) Define quality of work and how it would be assessed Period of Performance: July 1, 2018 through June 30, 2019 (Time: 6 PM 11 PM) Applicable Law and agencies: State of California, OSHA, EPA, Homeland Security Termination Clause for non-performance one week Indemnification clause - defend, save and hold harmless, protect, and exonerate National University, its board members, officers, employees, and students Liability - $ 1MM for personal injury, $ 2MM General liability Confidentiality- maintain confidentiality of papers and other items that Spic & Span may come across during their work at the facility.

This work requires minimum personnel as listed below: One person with 5 years experience in facility cleaning (P1) One person with 10 years experience in facility cleaning (P2) One person with 15 years experience in facility cleaning along with supervisory experience (P3)

The rate for these individuals is listed below. The rates include salary, benefit and G&A.

Scope of Work 1. The following services are to be provided:

a. DAILY. The following services are to be provided in all offices, corridors, and lobbies in accordance with the following list: i. Dust furniture and furnishings ii. Empty trash cans and recycling bins and install new liners as needed iii. Vacuum and spot clean all carpeting iv. Clean entrance glass doors v. Spot clean wall and light switch covers vi. Dust mop and wet mop tile floors vii. Clean and disinfect water fountains viii. Wipe chairs and tables and straighten magazines

b. DAILY. The following services are to be provided in all restrooms in accordance with the following list: i. Clean and disinfect commodes, urinals, and water basins ii. Empty trash cans and install new liners as needed iii. Clean and dry polish mirrors iv. Spot clean walls and partitions v. Sweep and wet mop with disinfectant vi. Replenish supplies as needed vii. Clean and polish bright metal works

c. DAILY. The following services are to be provided in all break rooms and kitchens: i. Empty trash cans and install new liners ii. Clean all chairs and tables iii. Sweep and wet mop floors iv. Spot clean walls and doors v. Clean and disinfect water fountains vi. Clean tops of trash barrels vii. Clean push plates and kick plates viii. Replenish napkin holders ix. Clean appliances and fixtures

d. MONTHLY. The vendor shall perform the following task on a monthly basis: i. Clean the interior of all windows

2. Additional one-time only services may be added on an as needed basis. In regard to additional services, the Spic & Span Clean shall maintain adequate equipment and personnel to be able to shampoo carpets, spray buff, and refinish tile floors as needed and requested. The cost/rates for these services will be negotiated between the National University and the Spic & Span Clean at the time they are requested.

3. The Contractor shall, with respect to all janitorial employees provided to National University: a. Maintain a pool of employees sufficient to meet the National Universitys needs within 48 hours; b. Accurately describe the job duties required to the janitorial employee; c. Administer and maintain all employment and payroll records, payroll processing, and payment of payroll checks and taxes, including the deductions required by state, federal and local laws such as social security and withholding taxes; d. Abide by all ordinances and laws pertaining to its operation and secure all required licenses and permits; e. Make all unemployment compensation contributions as required by federal and state law and process claims as required; f. Ensure all janitorial services along with necessary materials for cleaning are provided during the hours specified by National University; g. Replace, at no additional expense to National University, any employee not performing satisfactorily within 48 hours; and, h. Perform all services provided in the contract in accordance with customary and reasonable industry standards.

To create a cost estimate, the Spic & Span Clean is assuming the following hours to complete the work described:
