Project Purpose Jacana station was opened in 1959 and is currently outdated, located and the northern suburbs of Melbourne it lacks safety features, this acts as a deterrence for commuters to travel to. The outdated design includes several ramps and tunnels for people to walk in, with a lack of adequate lighting and surveillance safety is not assured. The purpose of this project is to improve the stations efficiency by enhancing the station aesthetically and its overall safety. High Level Project Scope Deliverables For the project to be considered finished, the following must be achieved: Demolition and Creation of a new train station. Removal of ramps and tunnels and replaced with more practical and safe substitutes. A new surveillance system and enhanced safety features. Outputs At the end the output of this project would be ultimately the construction of a new Jacana station aimed to benefit the local community and commuters on the Craigieburn line. Outcomes The construction of Jacana Station. Installation of new train tracks. Enhanced safety features. Improved efficiency on the Craigieburn line. Success Criteria Improve service efficiency by 80%. Reduced rate or criminal activity by 70%. Commuter satisfaction of an average score of 7/10 (surveys to be conducted after project completion) Preliminary Cost Estimates An Analogous cost estimate will be used as a cost estimate for this project. An Analogous approach compares a similar past project for an estimate cost for the current project, in this circumstance other upgraded train stations within the local area. The estimated overall cost for this project is $136,260,000 Associated Costs The associated Direct cost for this project is $115.23 Million. The funds for direct costs will be used on: Resource: Cost (Approximate Values): Labourers $24,320,000 Material |$50,000,000 Equipment $8,650,000 Miscellaneous |$32,260,000 The associated Indirect cost for this project is $21.03 Million. The funds for indirect costs will be used on: Resource: Cost (Approximate Values): Project Support Staff $8,500,000 Insurances $6,982,000 Marketing / Advertising |$527,000 Miscellaneous |$5,021,000 Contingency in this circumstance will be considered at 10% of the overall cost of the project, including direct and indirect costs. Which would be approximately: $13,626,000 Profit is not available for this project since this is a public government project, there is no profit associated with this project, however profit could be considered as customer/ consumer satisfactionPreliminary Time Estimates An Analogous and Parametric time estimate will be used to help predict the duration of a project. Unlike an Analogous estimate that bases its prediction off a project within the same industry, a Parametric approach bases its predictions off projects of a similar scale. As there are recent train stations that have been created but all at different sizes and scales, a mix between these two approaches will be used. Project Dates The project will enter the inception stage on the 01/08/2022. This project is estimated to take approximately 1 year and 5 months to complete with an approval of a 2-month time extension contingency in the case of unforeseen circumstances.
