Operations will be less effective if planners do not consider the nuances of interagency operations. One example was during the initial stages of the Iraq War. The U.S. military had defeated the Iraqi military. However, the State Department took over and decided to dissolve the Iraqi military, thus leaving Iraqi Soldiers without jobs (Council on Foreign Relations, n.d.). This created a huge problem for the military who the US tasked with security. Better understanding of interagency coordination might have resulted in different plans, and thus different results. In this case, the designed ways did not meet the desired end state. If planners do not accurately assess the interorganizational/interagency risks and costs, then they will not achieve the desired end state (Joint Chief of Staff, 2018). I have helped in the planning of multinational/interagency/intergovernmental operations multiple times and the lessons here helped to connect and enhance my experiences and aided in turning my experiences into knowledge.
