PT Pertamina (Persero) as the main contributor to LPG supply and distribution in Indonesia relies on VLGC (Very Large Gas Capacity) for the upstream transportation mode. All upstream activities take place at the Teluk Semangka Port, which is the main terminal for regional import and distribution supplies throughout Java and Sumatra. The complexity of VLGC scheduling is time consuming and high cost (demurrage fee and charter fee). From 2007 to 2013, there was a significant increase in demurrage costs. This condition can jeopardize the supply and distribution process because of the large budget allocation to cover demurrage costs along with VLGC charter costs.
