python Creates a rows by cols $2$D list of integers filled with

space$-$separated integers from f$\_$in$.$ If f$\_$in does not have enough values,

fill the remaining slots with $0$s$.$ If f$\_$in has too many values,

the excess values are ignored.

Use: matrix $=$ fill$\_$matrix$($fh$\_$in$,$ rows, cols$)$
