Question 2. 20 Marks The MTSF will be supplemented or replaced by other short, medium and long term planning initiatives, aimed at translating the governing policy framework into reality. This requires strategic planning by different Government institutions. In the excerpt, reference is frequently made of "a strategic way of planning". Appraise the concept strategic planning and critically analyse the key characteristics of strategic planning. Relate to the excerpt to illustrate your understanding of this concept. Question 3. 20 Marks Policies and therefore policy documents, often come with the endorsement and signature of the executive powers within an institution to legitimise the policy and demonstrate that it is considered appropriate to particular goals. As much as policies' structures may differ conditional to their locus, focus and intent, such documents often have standard formats that are particular to the institution issuing the policy (such formats differ in form). However, all policy documents contain/conform to certain standard components.

Consider any policy that may relate to the above narrative, and critically propose an appropriate policy construct that adheres to the generic/standard components of policy documents. Question 4. 20 Marks Evaluate the different types of policies in the South African system of government. Ensure that you indicate the locus of the different policies as identified in the above narrative (i.e. national, provincial, local and sectoral). Provide examples from either the above narrative or other public affairs-related cases to support your answer. Question 5. 20 Marks "...policy analysts on all three spheres of government should comprehend the horizontal, vertical and lateral impacts that their policies and consequently activities of planning, monitoring and evaluation of programmes and projects may have".

The implication is that such analysts should be professionally trained in the models of policy decision making, policy planning and design and post-implementation monitoring and evaluation. In short, the aforementioned activities are collectively called policy analysis.
