Question 1[50]
1. Read the case again and answer the following questions.
1.1. The case indicates both Joe and Sherinique as program managers. Explain what a
program is in the context of this case. (6)
1.2. In project management, the topic of portfolio management focuses on the projects
strategic goals by asking the following questions: (i) Are we working on the right
project? (ii) Are we investing in the right areas? (iii) Do we have the right resources to
be competitive? Considering the definition of portfolio management and the questions it
poses, take note that during the early phases of the project, the portfolio only suggested
the installation of a solar electrical panel that can be manually switched on and off; no
mention was made of a mobile app.
Promote and justify the inclusion of the mobile app in the project portfolio. Frame your
discussion within the three questions of portfolio management (10)
1.3. The project team deployed the weighted scoring model, amongst other methods, to help
them choose between Project-Alpha and Project-Omega. The Project Manager
(Meneer Kobus Frikkie van der Merwe) and Joe formulated the five criteria and
deliberated over several meetings to consult and agree on the appropriate weight to
assign to each criterion. This exercise also involved assigning scores to each criterion.
The scores represent how closely each project would meet each criterion. See Table 1.

lowest weight, despite its high score for both projects? Discuss your answer in
the context of retaining human jobs. (8)

1.3.2. For criteria 5, Project-Alpha received a higher score, 50, in comparison to
Project-Omegas 10. This scoring suggests that through outsourcing, a software
development vendor will be able to better deal with the project scope,
scheduling, and costs than an in-house development team. Debate five reasons
why outsourcing software development is better than in-house development.
(10)
1.3.3. Present the formula to calculate weighted score. (4)
1.3.4. Apply the formula you presented in question 1.3.3 to calculate the weighted
score of Project-Alpha. (6)
1.3.5. Apply the formula you presented in question 1.3.3 to calculate the weighted
score of Project-Omega.
