(a) Recommend a suitable tendering method for the project, justify your choice of selection, and describe its procedures. (12 marks)

(b) Indicate the merits and demerits of your recommended tendering system for this project. (16 marks)

(c) Examine the following guidelines under the Price Quality Method (PQM) that the authority has to adopt when evaluating tenders in Case 2:

(i) The recommended weighting used for evaluating the components of price, productivity and quality;

(ii) How the quality attributes, and the quality score are determined;

(iii) The two-envelope system of tender submission;

(iv) The information that the client must clearly make known to bidders during the tender stage;

(v) Identification of the classification of workheads and tendering limits under the Contractors Registration System (CRS).

Case 2 - Development of a Community Club by the Ministry of Community Development, Youth and Sports The Ministry of Community Development, Youth and Sports is calling for tender for the construction of a community club located in the north-eastern part of Singapore. The scope of works included the proposed erection of a 4-storey community club with a basement carpark. The project will be integrated with a senior care centre. The contract value is estimated at S$30 million. To support this project, the ministry has decided to award separate contracts to consultancy firms to provide project management, architectural, structural, mechanical and electrical design and quantity surveying consultancy services to support this project
