Dr Carl Reimann, Director of the Malcolm Baldrige National Quality Award, based on his review of applications for the award, summarized the characteristics of excellent leadership (Omachonu & Ross, 1994 and Besterfield, 2008) as follows:

- An organizations senior leaders should set directions and create a customer focus, clear and visible values, and high expectations (5 marks).

The directions, values, and expectations should balance the needs of all stakeholders (5 marks).

- Leaders should ensure the creation of strategies, systems, and methods for achieving excellence, stimulating innovation, and building knowledge and capabilities (5 marks).

- Senior leaders should inspire and motivate the entire workforce and encourage all employees to contribute, develop and learn, be innovative, and be creative (5 marks).
