Question 3 The Tourist VAT Refund Scheme (TVRS) allows a tourist to claim a refund (subject to certain conditions) of VAT paid on goods purchased in Fiji and taken out of Fiji via Nadi International Airport or Suva Wharf as the final port of departure to a foreign destination. The TVRS became effective on 1 February, 2010. The vat rate has also increased to 15% in 2023. The question arises if vat rate could have been lower and the tourist vat refund scheme could have been removed to provide more assistance to locals.
Research and critically analyze this scheme and its implications on tax revenues collected in Fiji.
