What is meant by"defend" is that you need to provide at least one or two possible counter-argument(s) of your own policy suggestion, then defend your own policy suggestion(s) by using solid evidence and logical arguments. For example, if your policy suggestion is to provide cheaper education for everyone, you need to assume your opponents would challenge you with the US government budget limitation.
