Your team has been hired to take over the management of the construction of a new building on a 4 acre property located in Whitby Ontario, near the corner of Thickson Road and Champlain Ave. The previous project management team had significant disagreement with the project manager and were fired from the project. Your team must take over the project and endure that it meets the stakeholders' needs. As the project is executing, you will have to consult with the stakeholder to gather information.

This new learning Centre will feature a full-service, green-certified teaching restaurant lounge and a unique retail food store offering foods prepared by students. In addition this facility will accommodate up to 500 students studying in culinary, hospitality, tourism, agricultural and horticultural programs.

The Center for Food (CFF) will feature state-of-the-art labs including:

  • Food and beverage preparing labs
  • A hotel living lab
  • Classrooms and meeting spaces
  • A demonstration lecture theatre

The 40,000 square ft. building will include a basement with two complete floors above. The building will be comprised of the following:

  1. Ground Floor - Featuring a two floor atrium vestibule, a large kitchen to support the dining room, secured storage area, food retail outlet store, pot wash room, washrooms, janitor room, food distribution room with a loading dock and a garbage room.
  2. Second Floor - Featuring 4, 50 seat classrooms and teaching kitchens.
  3. Basement - Featuring, storage, men's and women's washrooms, LAN Room, janitors' room, corridor, circulation space, mechanical and electrical rooms.
  4. Exterior - Featuring, parking lot (Accessibility for Ontarians with Disabilities Act) AODA compliant concrete sidewalks at the front of the building, asphalt access walks, community vegetable gardens and a storm water management pond.

Project funding will be provided from multiple sources: community fundraising, provincial grants from OLG . Your project sponsor will be authorizing and distributing these funds. The Architects have already been engaged through the tender process. The scope of their work is to develop a design for project cost estimating purposes.

Your team will be comprised of a Project Sponsor, Project Manager, Communications Manager, Procurement Manager and any other position deemed necessary.

Your team will be responsible for:

  1. Developing all the required project documents.
  2. Obtain approval to proceed with the project
  3. Work with the General Contractor to chart out the project execution and close out phases;
  4. Ongoing monitoring of General Contractor performance requirements including quality, schedule and budget;
  5. Acting as your sponsors representative and ensuring optimal quality in construction process
  6. Acting as your sponsors representative for all site coordination activities as requested by the General Contractor
  7. Implementation of various project processes through appropriate coordination and review. (e.g. change control review and approval process);
  8. Development of effective communications plan including preparation of regular progress reports for your team and sponsor.
  9. Establishing and facilitating mechanisms for resolving conflicts among the various participants.
  10. You will manage the construction site labour through the primary contractor. i.e. you do not have to hire labour.

Known Assumptions:

  1. Funding will be provided to a maximum of $20M.
  2. 30% of funding has been secured and is immediately available.
  3. Your organization will provide internal team resources.
  4. The project budget will include the cost of all external resources required.
  5. All costs must be estimated and accounted for.

Known Constraints:

  1. The building must be substantially completed in 12 months.
  2. All contracts exceeding $100K must be approved by your sponsor.
  3. Any changes that affect cost or duration must be approved the sponsor and documented.
