Powell says, "At one point we had explicit laws that says whites are on top, and Blacks are on the bottom. Today, we have many of the same practices without the explicit language, and those practices are largely inscribed in geography."  What does it mean to say that geography does the work of Jim Crow laws? Why does Powell suggest that we still see segregation still occurring in housing markets, schools, jobs, etc.?
