Rays duty is clear: as an officer of the law, he must uphold the law. At the same time, if he reports the crime, he exposes his sister Sally to possible punishment, as the cocaine is in her home. Ray is sure that Sally has no knowledge of this illegal activity. He also wonders, given the vast amount of casual drug use that goes undetected by the police in this country every day, if it would be so unethical for him to look the other way.
