React and Heroku connection:

In another question a chegg answer walked me step by step on how to deploy a react app on the heroku server. Now I am trying to learn if there is a way I can connect to a database created on heroku from the react webapp. I do see on heroku dev website a guide on how to connect node js to heroku database, would that be same as react?

2) How do I create tables on a heroku database? I do see the database in my account but I do not know how to create a table on it, so for example I want to create a user table in my heroku database.
