Early intervention services are designated and offered to address and support the developmental needs and progression of infants and toddlers (birth through age three) with exceptionalities or developmental delays and their families. A piece of legislation that has modified the general landscape of early intervention services is Part C of the Individuals with Disabilities Education Act or IDEA.

Individualized Family Service Plan (ISFP)

One component of IDEA is that childcare facilities create an Individualized Family Service Plan (IFSP) for each child receiving early intervention services within their program.

  • Individuals directly providing early intervention services are "responsible for making a good faith effort to assist each eligible child in achieving the outcomes in the child's IFSP." (United States Department of Education, 2017.)

The IDEA Act monitors how specific states and childcare facilities offer these services to their children, which ideally impacts my daily work. It is a resource geared to equip family-facing professionals with a framework to effectively provide EI services for children and families. It affects our work as educators in various ways.

  • Underneath current EI legislation, it is required that a student's IEP or 504 be followed and modified in the best interest of the child.
  • Being aware of this act and one's state laws and procedures can benefit our line of work in education. All states are mandated to provide EI and special education services to infants and all children enrolled in a public school; they are required by federal law. However, how these intervention services are carried out, diagnosed, or evaluated, certainly depends on the state in which one is teaching.

A hope for the foreseeable future for providing early intervention services for young children with developmental delays or exceptionalities is that I would feel content and confident in both my current and futuristic abilities to provide care and educational services to children. Providing early intervention services to children under the age of three seems intimidating. Still, this feeling will diminish after more years of experience, practice, and learning. I can overcome my anxieties about providing early intervention services to young children with a bit of hope.
