Before making their estimation, one group of participants was given an arbitrary starting value. This value was chosen by spinning a roulette wheel. Everyone in the group watched the wheel spin to choose the starting value of 4 million. A second group was given a starting value using the same method. Everyone in that group watched the wheel spin to choose a starting value of 5 million. On average, participants in group 1 estimated the population of Toronto in 2001 was 4.25 million people. On average, participants in group 2 estimated the population of Toronto in 2001 was 4.75 million people.
