You meet with the taxi driver outside of a local bar who tells you he picked up a passenger from a residence in Mississauga. The passenger told him to drive to this particular bar. When the driver arrived, the passenger bolted out of the cab without paying and ran into the bar. The taxi cab driver walks into the bar with you and he points out his non-paying passenger!!! Do you have an authority to arrest?
