Real estate development is preceded by urban planning. One cannot begin building a house without some planning and approval by the city. If there were no planning and everyone could just build whatever he or she desires, a city would be in total chaos. In chapter 12, we see the definition of urban planning and its creation and implementation. We also see that since the 1960s there has been an increased amount of environmental regulation.
