Real World Discussion: Reutilization of old hardware with Linux

Real world question $-$ An organization is refurbishing old laptops $($think models using Windows from Vista to early Win$10).$ Target users are underprivileged kids, income constrained families, and homeless teens working on their GED, etc. We can load a basic Linux distro for free. I was thinking CentOS$7$ and Libre Office, but wanted opinions $($CentOS$7$ is end of life$).$ What's best for families and kids without Chromebooks to do basic life activities including content consumption, studying for the GED, writing resumes, and in general experiencing what the Internet has to offer $($movies$,$ games, etc.$)?$

Requirements:

Suggest two flavors of Linux and include WHY you selected them.

Suggest at least one useful application suite to include.

Respond to at least two students with constructive questions to further their suggestions including alternative applications.
