Regarding the New Deal Era, is my under standing right?: So at this time, the Court was beginning to pull back on restricting state economic legislation, but FDR wanted federal relief programs for the Great Depression to be passed and the Court was striking federal mattes down. So, he devised the court packing plan to try to get more federal Great Depression legislation passed. (but ultimately the "switch in time" happened and he didn't have to pack the court).
