This can sometimes lead to inconsistencies but overall helps to establish and preserve the company's culture. I personally interpret it as how we as people approach almost any dynamic or situation. Whether that be through family, friend groups, or work. Unconsciously or subconsciously we all tend to look for where the power resides in these dynamics and from there, we understand how that group functions. This builds principles, traits, and culture within these set groups. Additionally, I think you describe how hegemony and ideology apply in an organizational setting very well
