Human resource employees are very effective strategic change agents for a company. This can be done because the role of human resources is in a middle ground. They work with senior management on developing strategies for the direction of the company, they work with line managers to assess the needs on the lines, they uses these needs and strategies to develop recruiting methods to get the right people in the right places. They also handle and work with the employees at large to ensure that their needs are met, and that they aren't a liability to the company. For example, if line managers need employees that have computer skills, HR would be the department to find and recruit employees with these skills. If senior management has decided that a culture change needs to occur, human resources would be responsible for developing new company policies that would effectively change the culture, they would also recruit employees that fit this new culture. Human resources employees play a very important middle ground between the companies senior management and the employees, because of the relationship with such a large swath of the company, they are very effective agents for strategic change.
