An aspect of the partnership between the private and public sectors that worked in handling the emergency is that e,ergency responders were on the site with two high water rescue vehicles, but they decided that passengers would be safer on the train because no one was injured. They decided that keeping customers on the train were the safest choice because the train cars were elevated above the flood waters. Public and private entities develop individual plans to try and increase preparedness and resiliences when emergencies happen but this ends up being imcomplete because without cooperation and understanding, it will leaves them with gaps in their plans. Most individual plans must be coordinated with other entities so that the plan can be developed properly (Cleary, 2021a). For this emergency, the MTA and law enforcement teamed up together to try and find a way to rescue the passengers in the train cars until they came to a ultimate decision that its safer no moving them because the train car was not in danger of flooding. Adding a emphasis on preparedness should be given to increase response and recovery capabilities of individuals. People and institutions assume that they are prepared because they have a plan but then disaster hits and the plan falls through, more education and training should be giving when necessary (McEntrie,2021). I believe if the MTA should have countermeasures for this whenever there is a floor because its been happenening way to often these past years. When the train arrived at 9:45 and didn't move until 7am, their emergency plan needs to be worked on to make sure these types of delays can be fixed in a timely manner so customers aren't trapped in the subway for 12 hours.

A suggestion I have to make relationship between the two sectors for them to work better together is that they work on better information sharing. Information-sharing partnerships sometimes have very specific intentions regarding the direction of information flow, sharing information from a variety of actors at the local level directed to actors at central local, regional, national, and international levels of organization (Williams & Martin, 2021). For this method, sharing information between both channels helps keep both sectors on top of important information and helps push boths goals further.Some partnerships run drills or facilitate workshops that train their own members, private sector leaders, or government actors in how to effectively work with each other. These efforts often involve expert facilitators guiding a discrete numbers of predetermined participants and audiences. Other partnership training efforts involve entire target communities, including residents and business leaders. These training processes usually intended to inform community trainees on programs, resources, and ways to safely act and operate during different phases of disaster (Williams & Martin, 2021). When both sectors has proper training for their employees for disaster mitigation, sharing information between each program can help both teams by having key information from both sides, this leads to training for the emergency mitigation to be handled for better results in the future and more preparedness.
