Responding to a series of protests for better student housing and faculty working conditions on public university campuses in State, the State University Board of Governors drafted a proposed law to be introduced into the state legislature.

The main provisions of the proposed State Campus Demonstrations Act read:

1. Demonstrations, protests, and/or rallies are prohibited on campus during hours of instruction Monday through Friday, on any Sunday, or any night after 10 p.m. All demonstrations must first obtain a permit from the University, the issuance of which shall not unreasonably be withheld.

2. The university administration or State University Board of Governors may terminate the employment of any tenured university faculty member who participates in an on-campus demonstration or protest against a university policy. Dismissal is effective immediately upon the receipt of a Notice of Termination timely issued within 30 days of the demonstration or protest at issue.

3. Any university students under the age of 21 wishing to participate in on-campus demonstrations must take "Safe Demonstrations" educational seminar before attending any demonstration, rally, or protest on any State public University campus.

Advise the State University Board of Governors of possible constitutional challenges to these provisions of the proposed act. Assume the proposed act would meet all legislative requirements for valid lawmaking in State. Assume no other state or federal laws apply to this hypothetical; address only constitutional issues.
