2)Veronica violates the act by muttering swears about Congress under her breath. No one hears her. If Veronica brings a lawsuit will it be dismissed?

3) Kathy says to her friend that Congress can go shove it. Unbeknownst to Kathy, her friend is a great lover of Congress and she informs on Kathy to the Capitol Police. The Capital Police open an investigation but take no further action. If Kathy brings a lawsuit will it be dismissed?

4) Henry holds a rally on the Capitol Mall entitled the "March of Insult Congress." Capitol Police are on their way to arrest him and he rushes to the D.C. District Court and requests a preliminary injunction enjoining his arrest. Will Henry's lawsuit be dismissed?
