Playground equipment is rusted, bent, and in some cases improvised with methods that are far inferior to the way the manufacturer designed. The three ponds on the south side of the park have become layered in an oily film from runoff crossing over the paved roads instead of through the proper drainage pipes. There is litter, tree branches, excessive leaves, and overgrowth throughout most of the park. Picnic shelters have also degraded to the point of having cracked foundations, poorly repaired support columns, and shingled roofs that are in excess of their usable age. Memorial areas have become overgrown with weeds in place of the beautiful flowers that were originally planted to beautify the memorials. Creek and drainage ways are congested with branches and sticks as well as litter. The only wildlife that frequents the park is ducks and geese. This is mainly because people feed them and they know to stick around. Since Memorial Park's downfall, the amount of people coming to the park has dropped incredibly. Nobody wants to have a picnic in the shelter that is covered in graffiti. They do not want to play on a basketball or tennis court that has weeds growing through cracks in the blacktop they do not want their kids playing on unsafe equipment that could either break, injure, or expose their kids to lead paint. The quiet trail-ways where individuals took walks and enjoyed the serenity and peaceful setting in a world full of chaos have become overgrown with tree limbs and bushes to the point that they cannot be accessed. The park is also become a place for people of ill repute to linger and create mischief. Drug dealers frequent the park for its easy access and lack of police presence. Teenagers hang out and vandalize different areas of the park. And nobody in their right mind would really want anything to do with dealing with such a degraded area. It is our goal to repair and renovate Memorial Park to its former glory. The aspect of creating a safe haven for our children and community members is highly important to the welfare of the community itself. New playground equipment, a park wide clean-up of debris and litter, a thorough cleaning and treatment of the pond and creek areas, and the replacement and repair of shelters and courts on the park grounds are all planned to make Memorial Park as grand as it once was. People deserve to have a safe area to enjoy their time off from working. The project to restore Memorial Park will start with the removal of all park playground equipment, wood shelters, tables, and benches. All materials will be disposed of properly and recycle when possible at the nearest facility. Concrete foundations that are cracked or deteriorating will be removed and disposed of as well. Freestanding grills and fire pits that are rusted and deteriorating will be removed as well as any makeshift fire pits that have been illegally constructed in the park. Substrates where the playgrounds were located will have the gravel/sand removed by machinery to provide a pit for chipped rubber to be substituted as a substrate that the children can play in. The chipped rubber will not deteriorate and will help in keeping weeds from growing through around playground equipment. This will provide a clean slate for the project to get underway. We will acquire our new playground equipment from Kinetic Recreation in McCordsville Indiana. (Kinetic Recreation, 2016) Kinetic Recreation also installs the playground equipment they sell. There are many choices and what types and designs of playground equipment are available to install in the park. A contract will be drawn up with them to warranty the equipment and provide us with any additional playground equipment or add-ons that we deem necessary to the overall project success. Open picnic tables will be hard mounted to freshly-poured concrete slabs. This is so the picnic tables cannot be moved freely about the park and left wherever people would please. All picnic tables will be painted or sealed with polyurethane before they can be considered complete. Benches will be constructed in the same manner. Surroundings for both picnic tables and benches will be rubber mats to eliminate muddying the grass areas around the tables and benches. These rubber mats will be securely attached to the concrete so they cannot be removed. The locations where the shelters were located will have new concrete poured in place along with the building of the structural supports so that the structure itself is anchored into the concrete. After the concrete has set, construction of the shelter will begin. The outside wall-beach structure will be no less than 8 foot. An overhang of 3 feet around the entire structure will be necessary to help protect patrons during a rain event. Gutters will be installed to eliminate washout of the dirt surrounding the structure. This water will be run off into 3' x 3' large stone sections to eliminate soil erosion. The structures will have steel roofs installed in place of shingles due to the fact that the steel roofs will last at least 50+ years as opposed to the 22-30 years that asphalt shingles will last. After the structures are completed, they will all be sealed with a product such as Thompson water seal to help eliminate any type of liquid penetration that can deteriorate wood. New wood structures will not have any type of fireplace due to the hazards it presents to the structure and the park. There will be electricity to include two recessed lights as well as two power outlets. Outlets will be of GFI (ground fault interrupter) variety for safety reasons. New charcoal grills will be installed at each shelter. These grills are to be of the open air/ no lid type and have a perimeter of 8 feet of packed gravel all the way around them. They are to be no closer than 10 feet to the wood structures to eliminate the possibility of fires. There will be a toilet facility at each shelter so patrons will not have to seek out a toilet further away in a separate part of the park. Basketball courts will be resealed and black-topped. New backboards, nets, and rims will be installed. New lines will be painted on the courts with a heavy duty/long-lasting paint. Tennis courts will be sealed and then layered with a cushion and acrylic coating which is one of the industry standards. New lines will be painted and new tennis nets will be installed. The benches surrounding these areas will be replaced and the metal fencing will be painted with a high-grade galvanized paint coating to inhibit rust. Volleyball courts will have the sand removed and disposed of properly and an underlayment will be installed before the new sand is installed. This is to prevent weed and grass growth on the volleyball court. Volleyball nets will be replaced as well. Sections of the park roadways and trail-ways that are blacktop asphalt will be repaired and replaced as necessary. Potholes, washouts, and deterioration have led to many sections needing complete replacement. Heavy equipment will be brought in to replace the sections of asphalt that are in an extreme state of disrepair and it will be up to the hired contractor that specific task to make sure the job was done right. Other sections may just need refinishing and sealing. Sections of washout near the ponds will have concrete reinforcement installed before new asphalt is paved in. There are many parking areas in the park that are gravel. Although gravel is functional, weed growth has made these areas unsightly and they are to be paved with asphalt to provide more stable and aesthetically pleasing parking areas. Walkways and trail-ways throughout the park that are not paved will be layered with small-chipped gravel that will be properly packed. Sections of the trails that are overgrown will be cut back to remove brush, bushes, and tree limbs. Any poison ivy, poison oak, poison sumac, and crawling vines near the trails will be sprayed with a broadleaf weed/vine killer. The small stone bridges that are part of the over-grown walkways will be inspected and repaired if necessary. These are not to be considered loadbearing or structural bridges and we would like to maintain their history due to the fact they were here when the park was constructed. New trees and shrubbery will be planted where trails have been blazed where they were not intended. This is to deter others from doing the same. There are areas in the park that have large flat pieces of limestone at steps. Some of these are leaning excessively from settling or have broken in half. These pieces will be replaced with concrete of the same proportions. Although it will deter from the natural beauty of limestone, having limestone cut to size is not in the budget. We feel that most will be happy to have a safe set of steps to walk on. There are other bridges across larger parts of the creeks that have deteriorated to the point they cannot be saved. In an effort to maintain historical image, the bridges will be rebuilt with fresh mortar and river rock that is retained from the dismantling of the existing bridge. Leftover materials will be disposed of properly. On the north and west sides the park is the Memorial Park golf course. The fence line that separates the Park golf course has areas that need to be repaired as well as brush cut out of them that is further destroying their effectiveness. There are some sections of the border that are completely dependent on the brush and no areas of fence even exist. This will be remedied with the installation new fence areas after brush and debris are cut out. We will hire A & R Wastewater Management to clean out all drain and piping areas in the park. They have the ability to pump and pressure clean these drains so they flow freely. This will keep excess runoff from leaching into the ponds after crossing paved areas. U.S. Aqua Vac, Inc from Chicago (U.S. Aqua Vac, Inc, 2016) will be hired to do the cleanup of the ponds. They perform pond cleaning services all around the nation and come highly recommended. They will be able to remove the unwanted debris, sediments, film, and sludge that are keeping the ponds from being healthy and enjoyable. After this task is complete we will restructure the shorelines around the ponds to inhibit erosion. The worst area is on the west side of the main pond. This is where the runoff has not only leached oil into the water but has also extremely deteriorated the shoreline. Clay and topsoil will be brought in to reconstruct this area and guardrails will be installed to keep people from disrupting this fragile area. After all physical aspects of the ponds rejuvenation have been completed, the ponds will be treated for unwanted algae's because it is unsightly, and zebra mussels because they wreak havoc on the local ecosystems with their explosive growth rates. The northernmost pond will require being dammed from the main pond and drained at least halfway. The north side of this pond is next to the East side playground and has saturated the south side of the playground to the point that it is unusable. In an effort to eliminate this unwanted saturation, the north side of the pond will be dug out to the clay level and new clay will be excavated into the existing pond wall and built up higher. After this is properly completed, a layer of topsoil will be brought in and grass we planted. We will then allow the pond to fill back in and when the proper water level is achieved we will remove the dam. In the northwest corner of the main pond there was a fountain at one time. We are going to reinstall a fountain in this area to bring back the beauty to the sitting area that is around it. A natural stone reinforcement wall will be built around a small section of this corner of the pond. Trees and other small plants growing the edge of this area will be removed to allow proper viewing of the fountain. Guardrails around the pond area are in decent shape, but there are sections that need to be replaced. After replacement of the guardrails and additional guardrails installed were needed, a coat of galvanized coating will be painted onto the guardrails to preserve them further. All painting must be done carefully as to not allow any to leach into the pond. Any bare areas in the park will have grass seed sown and any ruts will be fixed. Different types of shrubbery and trees will be planted throughout the park designated areas. Anything planted must be indigenous to the area as to not disturb the ecosystem. When all of this is complete there will be a park like clean up to remove dead leaves, any remaining tree branches, and a litter that is found. Any trees or shrubbery that interferes with mowing will be trimmed back and hedges around any hard buildings will be pruned and trimmed. There are both ethical and financial benefits of renovating this park and it will be a vital part to our future in this community. Milestones The best time to complete this project is to do it during the late spring, summer, and early fall months as we do not want weather conditions to compromise the project. For this reason the project should begin in April and be completed by October. 1. April 3rd -April 21st: remove all playground equipment, wood shelters, and tables and benches to provide a clean slate for construction to start. 2. April 22nd -May 31st: install new playground equipment picnic tables, and benches in the locations they were previously in. Concrete pads will allow the picnic tables to be hard mounted so they cannot be moved. A fresh chipped rubber substrate will be used in place of sand and have appropriate borders. 3. June 1st - June 22nd: Rebuild wood shelters above new concrete foundations. Install picnic tables, and rebuild fireplaces in the shelters. All shelters will have electricity and privy facilities. 4. June 23rd -June 30th: resurface blacktop of basketball court/tennis court and remove sand from volleyball courts and replace with new as well as replacing volleyball netting and basketball nets and backboards. Install benches around basketball and tennis perimeter fences. 5. July 1st -September 1st: all walkways, trails, and roadways will be repaired or replaced as necessary. Overgrown trails will be cut back and reopened with a dedicated path. Areas of washout and potholes will be repaired or replaced as needed. 6. September 2nd - September 15th: cleaning of drainage pipes and the shores of the pond will commence. Water draining over the asphalt drive is leaching oils into the pond water and this must be remedied before we can clean and treat the pond itself. 7. September 15th - October 6th: clean and remove debris Project Charter from pond and creek areas. Use proper materials to absorb oil and film from surface of the waters, remove trash and limbs that can restrict water flow, treat pond water for algae growth and zebra mussels, reinforce shorelines with concrete and wire mesh were necessary. 8. October 7th -October 19th: park wide and around ponds and memorials plant trees and flowers as necessary and trim back tree limbs that may be in the way of grassy areas or roadways. 9. October 19th -October 27th: park wide cleanup and trash removal along with downed limbs and excessive leaf clutter removal. 10. October 28th -October 31st: decorate and prepare for grand reopening of Memorial Park. The project will be measured by the quality of the work done and the amount of people drawn in to the park after completion. There really is no immediate gratification other than the fact that the stakeholders are providing a safe and enjoyable area for future generations. After completion of the park, the rise in people obtaining fishing licenses and requesting use of shelter facilities will become a revenue that was not seen in the park previously. The success of the project will show in the amount of people and organizations that use the park for different events and socialization's. The increase in park use will have an increase in local business's being frequented by not only community members, but out-of- Project Charter town guests as well. The park is essentially being redesigned to be safer, provide more revenue, and contribute to local businesses. High-Level Project Assumptions 1. The project will be completed on time, without any major delays. 2. Stakeholders will not back out if project goes little over budget, we have enough money to cover that 3. Delays by contractors will be minimal at best. 4. All laborers will treat the park and wildlife with respect while doing the necessary repairs and renovations. Keeping the environment clean is a priority. 5. The project will come in right at budget. 6. Park operations will be disrupted as minimally as possible during this project. 7. The park will help reinstate lost wildlife. 8. The park will help bring more business to the community, and also new opportunities. High-Level Project Constraints 1. Some stakeholders may be seeking an immediate return on their investment. 2. Weather is going to be an important factor on phase completions. 3. The amount of money spent on each individual phase may need to be reevaluated to determine where money can be saved and where money needs to be spent. 4. If construction equipment breaks down, we need to know that contractors can get it back up and running in a timely fashion or have some type of backup at the ready. 5. Permits must be obtained for every task being completed. One general permit will not cover all that we have gone on. 6. We are bound by EPA regulations to dispose of all the materials properly. 7. Project can be delayed because of the pond if we cannot get the water-leaking situation resolved quickly. 8. Ducks at pond can become an issue if we cannot keep them under control even with a restricted area during renovations. 9. Visitors need to stay away from construction or else that can cause a safety hazard. Project Charter Exclusions and Boundaries 1. This project pertains only to Memorial Park and is not meant to improve the looks are functions of any of the other parks or recreational areas that are part of Henry County Parks and Recreation. 2. Heavy equipment will not be used on sensitive areas of the ecosystem within the park. 3. Any facilities that are repairable within reason will not be fully replaced. 4. Unsafe playground equipment will not be installed on any play area of the park. 5. The replacement or repair of Fair Board buildings on the park land is not included in this project. It is up to the fair board to repair and replace its own facilities. 6. There is no guarantee expressed or implied that all phases will be completed on time. 7. Estimations of total revenue gained after completion of the park can only be estimates and we cannot give an actual monetary value of how much revenue is going to be expected. 8. The soccer fields on the south end of the park are not considered part of the main park and therefore not considered in this project. Major Risks 1. 2. 3. 4. 5. 6.
