Scenario #4 Jeff Taggart was a cold-blooded killer. He was known to the police for being involved in three contract murders, but nothing ever stuck to him. Jeff was 35 years old and at the top of his game. He had a record for assault and possession of a restricted weapon but those were all ten years ago. Jeff wanted to expand his business and decided to get into the drug trade on Granville Mall. He might have been a great murderer but selling drugs was not his forte! Jeff started pushing around the people of the street and he found that they didn't like it so he had to get a little rough. He soon got a reputation for being just plain mean and everyone tried to avoid him. He didn't like being ignored and one night laid a beating on one of the 'street venders". The poor guy had his eye ripped open, his elbow shattered and his ear mostly ripped off. The victim would never had come forward except for the fact that he owed a few cops favours. Jeff thought he would be free as he never expected the victim to come forward. Wrong! Jeff lived on his own, showed no signs of living a criminal life and even assisted in a homeless shelter
